WASHINGTON CONSERVATION COMMISSION
Minutes- May 25, 2004
1.0 Assembly: Time 7:00 p.m.
Present: Carol Andrews, Peter France, Tom Taylor, Jed Schwartz, Nan Schwartz, Aileen Ruggles-Chute, Lionel Ruggles-Chute, Don Damm.
2.0 Approval of Minutes: approved as printed
3.0 Old Business:
3.1 Dredge and Fill Committee
3.2 Planning Board update- Master Plan work continues. Revision should be completed in a few months.
3.3 Lake Host Program- Lionel reports that he never received the application. Lionel will request an application to be used next year.
3.4 Lionel is willing to lead a hike on a Saturday in late July at 2:00 p.m. at Camp Morgan. The hike should be advertised with Parks and Rec. & Millen Lake Association.
3.5 The group talked about applying for grant funds to control invasive plant species. The commission could do a driving inventory of these plants on all road rights of way.
3.6 Lionel is looking for someone who is interested to be the town perambulator.
3.7 Carol will give Nan some information (local foods) to be posted on the website.
3.7 WhatÕs happening in nature? Brainworm in moose seems to be on the increase in Washington.
Carol circulated information about Fishers.
4.0 Natural Resource Inventory: no activity
5.0 New Business
5.1 Don Damm of Lake Ashuelot Estates (LAE) presented an overview of LAE and recent concerns about development and watershed issues. LAE is 600 acres, it is the largest development in Washington. There are 420 lots, 377 property owners, 185 houses (approximately 80 year-round). LAE lot owners can merge up to 3 lots and only pay one association fee. Don asked the commission if he should set up a meeting with Carolyn Russell, the Program Coordinator for Smart Growth. Ms. Russell will come to Washington to look at the town as a whole; she will then develop a tailored presentation to present to the town. The group decided that this should be pursued. Tom will present this idea to the Board of Selectmen; Marv will present the idea to the Planning Board.
